Managed by Manifezt Foundation, the facility serves as a hub for community engagement, small business development, workforce initiatives, public programming, and economic opportunity. Through strategic partnerships and community-focused operations, the Plaza supports local entrepreneurs, nonprofit organizations, educational initiatives, cultural programming, and residents throughout South Miami-Dade.
The building is named in honor of the late Senator Larcenia J. Bullard, a pioneering public servant and champion for South Florida communities. Senator Bullard represented Florida’s 39th Senate District from 2002 through 2012, serving portions of Miami-Dade, Monroe, Palm Beach, Hendry, and Collier Counties. Prior to her service in the Florida Senate, she became the first woman elected to represent District 118 in the Florida House of Representatives.
Throughout her distinguished career, Senator Bullard earned numerous honors and recognitions, including being named 2012 Legislator of the Year during the 18th Annual Delta Days at the State Capitol, Top Intriguing Floridian by Florida Monthly Magazine, Quality Citizen of the Year by the Florida League of Cities, Woman of the Year by multiple community organizations, and Ambassador of Peace by the Inter-Religious Federation for World Peace.
A lifelong advocate for community development, education, and public service, Senator Bullard played a significant role in the recovery and rebuilding efforts that followed Hurricane Andrew’s devastating impact on South Miami-Dade County. Her connection to Richmond Heights was deeply personal, having lived just one block from the Plaza site throughout much of her adult life and public service career.
Today, Larcenia J. Bullard Plaza continues her legacy by serving as a vibrant center for community empowerment, economic development, entrepreneurship, and civic engagement—creating opportunities for current and future generations throughout Miami-Dade County.
